Bake and cool cookies fully before decorating. We recommend Ann’s Signature Sugar Cookie Recipe. If you’re in a rush, try Ann’s No-Chill Sugar Cookie recipe. Prepare royal icing in the following colors and consistencies:

Outline the entire starfish shape with sky blue outline consistency icing.
-
3
For neat outlining, hold the tip of the piping bag slightly above the shape, letting the icing fall down into place on the cookie.
-
4
Continue outlining the starfish shape until the entire shape is outlined.
-
5
Flood the starfish shape with sky blue flood consistency icing.
Wait for this base flood to dry for 30-60 minutes, or until just crusted over. Placing cookies under a fan may help to dry the icing more quickly. -
6
Once the flood base is dry, pipe dots of ocean teal outline consistency icing, starting at the center of the starfish and extending out to the tips of each of its five arms.
-
7
Make the dots smaller as you go by reducing pressure on the piping bag.
-
8
Next, use white outline consistency icing to pipe white dots on either side of the blue dots. This will add a bit more texture and dimension to your cookie.
